The road traffic is the only form of transport in the municipality. In the relation to the main
trunk infrastructure corridors, the municipality of Blace has the peripheral position, but it is
located at the crossroads of regional importance towards Kosovo and Metohija, Kopaonik,
Kruševac and Prokuplje, which is a favorable transit position (the shortest road between
Toplica and Kruševac’s basin).
Of all significant roads that are located near the municipality, state road I should be
mentioned (highway) M-25, whose part Prokuplje-Kursumlija stretches near the southeastern
border of the municipality, and along its route or in the vicinity of the route, according to the
Spatial Plan of the Republic Serbia, should pass the highway Niš - Priština - Peć - Čakor (border
of Montenegro) as a liaison with the planned road Belgrade - South Adriatic.
A significant part of the road network in the municipality makes the system of municipal
roads, by which the majority of villages are connected with each other and with the
Categorized road network in the municipality has a total length of about 199 km, of which
approximately 29 km are state roads of II direction and about 170 km of municipal roads. All
state roads of II direction are made with modern pavement, while about 67% of municipal
roads with asphalt surfacing. In terms of equipment of modern pavement on the network of
municipal roads in the municipality situation is relatively good and above average for the
The density of categorized road network in the municipality of Blace amounts 65.0 km / 100
km² and it is above average as compared to Central Serbia, but also in relation to the density
of the road network of Toplica District. Bearing in mind the economic development of the
area as well as from the standpoint of existing needs, it can be assessed that the state of
development of the road network of the municipality is satisfactory. However, we should
strive for the achievement of European standards in this area.
Rail kind of traffic in the municipality is not represented. The nearest major railway stations
are located in Kuršumlija (about 24 km) and Prokuplje (about 28 km).
According to the Water Management Master Plan of the Republic of Serbia, the municipality of
Blace belongs to Toplica regional water supply system, whose the most important resource is
the built artificial lake "Selova''. The largest part of water resources is used from the reservoir
"Pridvorica" for organized water supply of the municipal center and 17 rural settlements,
while smaller quantities are used from local springs, which largely meet the needs of users.
Urban pipeline core is old more than 30 years, the pipes are made of asbestos material, and
the city water supply network appears as a bottleneck and as the main problem in the safe
and continuous water supply.
The process of reconstruction of water supply systems is slowed, due to lack of funds, a long
period of construction, integration of existing systems of the future. Situation has been
improved through the prepared planning documents, namely the Study of water supply of the
municipality of Blace (Institute of Water Resources ''Jaroslav Černi'') at the level of the
municipality of Blace and Toplica District (region).
The existing public sewerage network is not on the satisfactory level and it is essential to
start the comprehensive viewing and troubleshooting of acceptance and wastewater drainage.
Wastewater in urban and suburban areas is collected and transferred by public sewerage
system, and discharge is done in the river Blatašnica, without prior purification. The
remaining part of population collect wastewater in septic tanks or discharge freely into
watercourses and surrounding terrain. Unhygienic septic tanks are dominant in the villages.
Plant for treatment of municipal wastewater, except the one the municipal center, which is
not in operation, hasn’t got a single settlement. The terrain configuration enables the
development of sewerage systems in the two basins, a large one which belongs to the Rasina
basin and less one which belongs to the Toplica basin. Because of regional significance of the
artificial lake ''Ćelije'' on Rasina, it is necessary to have organized, complete and efficient
collection and treatment of wastewater from households, businesses and other facilities.
The biggest potential are present streams and springs that enables the fulfillment of the
greater part of water needs for drinking, irrigation and production processes. A significant
liitation, but also the benefit is the fact that the territory the municipality is covered by of
wider zones of protection of two important water sources and water systems. It previously
demands the implementation of organizational, technical and economic measures of effective
protection of water. The situation is complicated because there is no possibility of
accelerated organized development of sewerage systems and construction of sanitary-
hygienic septic tanks.
Developed and modernized electricity network presents a significant development potential,
regardless of the absence of significant resources of energy within the municipal territory. All
settlements in the municipality are electrified, and the degree of electrification of
households is 100%. Reconstruction of low voltage electricity network was carried out in
bigger part of the municipality, and the current capacity meets current needs. Public lighting
is being intensively introduced in rural areas. For the rational use of electricity in the
municipality, today's orientation to build a gas pipeline network with a connection of urban,
rural households and production facilities is increased.
Energy resources of the municipality are related to biomass derived from agricultural
products and potentially brown coal, whose deposits are discovered in the villages Čučale (2.1
million tons) and Sibnica (3.5 million tons). To create a techno-economic assessment the
further research are needed.
Regarding the renewable energy, a project of the construction of plants for the production of
electricity from biogas released from liquid manure and silage is implemented. The holder of
this project is a company "Lazar" Ltd, situated in Blace. 1 MW of electricity per hour is
produced, which is half of the consumption within the municipal territory of Blace.
The territory of the municipality of Blace is covered by postal, telegraphic and fixed
telephone network (8 digital exchanges linked by optical cables are installed), as well as
mobile phone networks and television and radio transmission. The telecommunication
network covers the entire municipality, and available capacity of automatic digital telephone
